AB331 is Tracy Brown-May's appropriation to expand the biennial CDC Youth Risk Behavior Surveillance System inside Nevada classrooms. If you have not read the YRBSS questionnaire, please do. The CDC publishes it. It asks children — including middle-school children — about sexual activity, drug use, gender identity, and intimate-partner behavior. The data is collected by the federal government and stored on federal servers.
There is a serious public-health case for collecting longitudinal data on adolescent risk behavior. There is also a serious parents-as-the-primary-authority case against having that data extracted from twelve-year-olds during the school day, by adults the family did not choose, on a topic the family did not select. Both arguments are honest. AB331 picks one side without asking the parents.
I will require active parental consent — not the existing passive opt-out — for any survey asking a Nevada minor about sexual or substance-use behavior. Your child's bedroom is not a federal research panel.
