We pulled every public record we could find: campaign finance, sponsored bills, committee assignments, IRS Form 990 data for her employer, federal personal contributions. We then cross-referenced them. The pattern that emerged is below. We name no conclusions; we cite every source. AD-42 voters make the call.

The five-source overlap

Every finding on this page comes from at least two independent public-record sources cross-referenced inside the nv_civic_platform warehouse. We do not paraphrase. We do not summarize. We cite the table, the candidate ID, the bill number, and the date.

1. The Opportunity Village Problem

This is the single most consequential set of facts on this page. Read it slowly.

Three roles, one person, simultaneous

Chief Administrative Officer, Opportunity Village — a Las Vegas nonprofit serving adults with intellectual and developmental disabilities. The organization's combined entities — EIN 880272831 Foundation + EIN 886003567 Association — report $175 million in combined assets and $82.6 million in combined annual income. The single largest funding stream for the disability-services portion of Opportunity Village's operations is the Nevada Medicaid program.
Chair, Assembly Health and Human Services Committee (Nevada 83rd Session, 2025) — the committee that originates and reports out every bill that touches Nevada Medicaid reimbursement, disability-services policy, and HHS regulation in the State of Nevada.
Member, Assembly Ways and Means Committee (Nevada 83rd Session, 2025) — the committee that controls Nevada state appropriations, including the appropriation for the Division of Public and Behavioral Health and the appropriation for Medicaid.

Bills primary-sponsored by Tracy Brown-May in the 2025 Nevada State Assembly session that touch the regulatory environment of her employer Opportunity Village:

AB247 — Revises provisions relating to the accommodation of persons with physical disabilities at certain public meetings; requires CART software in newly-designed public buildings; adds ASL to the foreign-language curriculum.

Her state campaign committee paid $10,000 to her employer's foundation

During the 2024-2025 reporting cycle, Tracy Brown-May's official state campaign committee — the same entity that received $600,170 in donations — paid $10,000 to the Opportunity Village Foundation as a campaign expense. The transaction is on her own filed expense report.

3. Vendor Spend — Where the Money Goes

Tracy Brown-May's campaign committee paid $492,607.43 in expenses across 576 transactions in the 2024-2025 cycle. The top vendors:

Out-of-state vendors received approximately $250,000 — about half of all expenses — for direct mail and political consulting. Las Vegas vendors received the smaller share.

4. Personal Donations Out — Where Tracy Spends Her Own Money

Tracy Brown-May's own outgoing political contributions reveal her partisan alignment. Records pulled from both state and federal databases:

Federal: $500 total to Harris Victory Fund (FEC committee C00744946) on May 21, 2024 — Vice President Kamala Harris's joint fundraising committee for the 2024 presidential election. Two contributions of $250 each. Verify: FEC individual-contribution search for Brown-May, Tracy in NV.

Nevada state-level (Aurora):

$500 to Assemblymember Shannon Bilbray-Axelrod (D — Las Vegas)
$64 to Assemblymember Daniele Monroe-Moreno (D — North Las Vegas) — current Speaker

For an AD-42 voter looking for evidence of partisan loyalty vs district-first independence, the record is clear: every outgoing political dollar from Tracy Brown-May went to a national or state Democratic-party committee or candidate.

5. What the Law Says

NRS 281A.420 requires every Nevada public officer to disclose any "private commitment" that "would materially affect" the public officer's "independence of judgment."

NRS 281A.430 prohibits a public officer from voting on a matter in which the officer has an "accepted gift or loan, pecuniary interest or commitment in a private capacity" sufficient to "materially affect the independence of judgment of a reasonable person."

We do not adjudicate. The Nevada Commission on Ethics does. AD-42 voters should be aware that the cross-references above are visible to the Commission, to the news media, and to any opposition operative with a curl command and access to the same public records we used.
