The law-enforcement half is straightforward: staffing, retention, and response times are budget questions the state legislature genuinely influences, and understaffed departments produce slower responses regardless of anyone's politics.

The street-conditions half deserves more precision than a short reel allows. Unsheltered homelessness is frequently discussed as though it were a public-safety threat, but people living unsheltered are considerably more likely to be victims of crime than to commit it. The policy questions that actually move outcomes are about capacity — shelter beds, mental-health and addiction treatment access, and whether any agency is accountable for the result. Enforcement without that capacity relocates the problem rather than resolving it.
