Safety at the neighborhood level

Chris Brandlin's case for neighborhood-level public safety in AD-42 — that a safer Las Vegas is built street by street rather than announced.

The argument is that the conditions producing safe neighborhoods are mostly not policing: lit streets, maintained parks, functioning schools, and enough people who know each other that an unfamiliar situation gets noticed. Those are municipal and state budget decisions long before they are law-enforcement ones.

It is a more useful framing than the reel's length allows for, and it pairs with the capacity argument made at greater length in the longer public-safety video and Make Nevada Safe Again.

Public safety is one of the nine commitments.
