Yard and road signs are famously poor at persuading anyone. What they do reasonably well is signal that a race is contested. In a district written off as safe for one party, visible signage tells a voter that somebody is actually running — which is a prerequisite for them considering the choice at all.

Doing the installation yourself is a budget decision before it is a symbolic one. Money not spent on installation crews is money available for voter contact.
